Governor Culver Issues Emergency Proclamation To Assist With Ice Storm

Proclamation Waives Transportation Code Regulations for Electrical Repair Crews

DES MOINES – Today, Governor Chet Culver issued a statewide emergency proclamation waiving certain Iowa transportation code regulations for electrical repair crews.

“I’d like to thank all the line and utility workers out there working hard statewide to keep Iowa families warm and secure during this ice storm,” said Governor Culver. “These workers are once again rising to the occasion and putting their lives at risk to keep the power on, and they should be commended for their efforts.”

The proclamation waived the hours of service requirements for electrical repair crews and drivers while responding to disaster sites. In addition, the proclamation:

  • Waived code regulations for loads related to electrical repairs in areas affected by the disaster and transported on all highways within Iowa, excluding the interstate system, which do not exceed a maximum of 88,000 pounds gross weight; do not exceed the maximum axle weight limit determined under the non primary highway maximum weight table in Iowa code section 321.463, paragraph 5.b, by more than 10 percent; do not exceed the legal maximum axle weight of 20,000 pounds; and comply with posted limits on embargoed roads and bridges. Maximum gross weight allowed on the interstate system is 80,000 pounds. This action is intended to allow such vehicles to be oversize and overweight, not exceeding 88,000 pounds, without a permit, but only for the duration of This Proclamation.
  • Suspended the requirements for operating authority, registration and fuel tax reporting as required by the Iowa Department of Transportation for electrical repair crews and drivers while responding to disaster sites.
  • Suspended the interstate requirement for medical card and the minimum age for a commercial driver for Iowa-based electrical repair crew drivers responding to disaster sites.

This Proclamation will be in effect for 10 Days.
