Governor Culver Signs Thirteen Bills Today

(DES MOINES) Governor Chet Culver signed the following 13 bills into legislation today.

House File 158: requires that children have proof that they have had a blood lead test prior to age 6 and prior to enrolling in elementary school.

House File 413: changes some reporting and filing requirements for statements submitted to the Ethics and Campaign Disclosure Board (ECDB).

House File 585: relates to the selection and appointment of board members to the Area Agency on Aging.

House File 765: relates to animal feeding operations regulated by the Department of Natural Resources (DNR), including primarily confinement feeding operations and open feedlot operations.

House File 774: clarifies the law regarding the interpretation of the mechanic’s lien statute.

House File 846: provides the Iowa Department of Agriculture and Land Stewardship (IDALS) with the authority to administer two federal programs under the direction of the United States Department of Agriculture.

Senate File 137: sets up new mandatory standards and registration requirements for “associate real estate appraisers”, individuals who operate under the direct supervision of certified real estate appraisers.

Senate File 205: reauthorizes the Board of Trustees of the Iowa Cultural Trust to use the interest for this purpose, but only when the principal balance in the Iowa Cultural Trust Fund equals or exceeds $3 million.

Senate File 270: allows the Department of Public Defense Military division to enter into design-build contracts for facilities built on state grounds when the project is 100% federally funded and for use exclusively by National Guard and other U.S. Armed Forces.

Senate File 354: relates to certain overpayments of moneys to a county.

Senate File 444: designates a new council of governments area.

Senate File 448: requires Iowa Workforce Development (IWD) to hold confidential any unemployment information received unemployment insurance agencies in other states. The bill also expands who can be held criminally liable for releasing confidential information.

Senate File 479: makes changes to the time frames and the duties of the Legislative Services Agency concerning the process of congressional and legislative redistricting.
