Governor Culver Signed Four Bills Today
(Des Moines) – Today, Governor Chet Culver signed the following bills into law:
House File 367: This bill will require employers to be responsible for overdraft fees against an employee’s account if the employer failed to send the employee’s wages for direct deposit by the regular payday. If the employer fails to send the employee’s wages, overdraft charges can be the basis for a wage claim under the Iowa Wage Collection Law, section 91A.10.
House File 716: This bill updates Article 7 of the Iowa Uniform Commercial Code governing warehouse receipts, bills of lading, and other documents of title. The revisions update the provisions in Article 7 to provide a framework for the further development of electronic documents of title. The amendments to Article 7 are based on 2003 revisions made by the National Conference of Commissioners of Uniform State Laws. This is one of the Iowa State Bar Association’s affirmative legislative proposals.
Senate File 70: This bill will implement the automated victim notification system pursuant to section 915.10A. The bill increases the reasonable charges incurred for medical care, mental health care, and provides for remuneration parents or caretakers of the victim for assistance with medical and counseling services. The bill also has provisions for monetary assistance for dependents of the victim, clothing taken from the victim for evidentiary purposes, reasonable expenses for attending criminal justice proceedings or medical or counseling services, reasonable expenses to replace locks, and reasonable expenses for transportation to medical, counseling, funeral, or criminal justice proceedings.
Senate File 78: This is a DNR clean up bill.
